Sulfotransferase that utilizes 3'-phospho-5'-adenylyl sulfate (PAPS) to catalyze the transfer of a sulfo group to the 2-OH position of uronyl residues in glycosaminoglycan chains. Has mainly activity toward iduronyl residues in dermatan sulfate, and toward glucuronyl residues of chondroitin sulfate. Has little to no activity toward desulfated N-resulfated heparin or N-sulfoheparosan..
